Labour participation, flexibilisation and sustainable employability

Raising the labour participation rate is one of the key goals of Dutch labour market policy. The notion of ‘sustainable employability’ is central to this approach. Workers are expected to remain permanently active across a broad front on the labour market until they reach retirement age. Mobility, training and a healthy working environment are crucial to achieving this. This report describes developments in this area from the perspective of both workers and non-workers. The trends in the labour participation rate of different groups and the flexibilisation of the labour market also receive extensive attention.

This report draws on data from a long-running survey of 4,500 workers and non-workers which has been coordinated by the Netherlands Institute for Social Research¦SCP since 2010. The study is repeated every two years.
