Since 2007, the market for domestic help has been decentralised to the municipalities. Since then, every municipality can decide how it contracts out this help. The Netherlands Bureau for Economic Policy Analysis (CPB) and Netherlands Institute for Social Research (SCP) investigated the impact of municipal purchasing policy on the market for domestic help and on civilian use of that help. The quality of the help could not be included in the research.
